An interesting video - Our AI is on the wrong path!
By human reasoning,  Richard Sutton seems to be correct. Being a Turing Award winner, his mind would definitely be different from the ordinary. In my days of studies, most undergraduate students found it hard/abstract to understand Turing's theory/the theory of computation, as not everyone had the cognitive ability for it.
A couple of weeks ago, when chatted with AI tools on nuclear energy, I came to the conclusion that the human race will eventually become extinct. The human biological form has too many constraints. It would not survive without food, in extreme weather, or under high radiation. However, humanity - its history, culture, knowledge, and achievements - may continue to exist as a digital legacy. 
For those who have seen "Star Trek: The Motion Picture (the 1979 film)" may remember the final scene, where a new life form emerges through the merging of a superintelligent machine and a human.
